Mr. David Kabateraine

David Kabateraine, 68 years, is a Procurement and Supply Chain Management Specialist, a Certified Public – Private Partnerships Specialist, an Economist, Corporate Governance Specialist and Certified Trainer and Trainer of Trainers (TOT).

He has over 38 years of wide experience in public procurement and supply chain management; projects-identification, appraisal and implementation; loans, grants and contracts negotiations and administration; economic restructuring and reforms, corporate governance, oversight and regulatory functions.

Currently he is;

  • Freelance Consultant
  • Member of Board of Directors, Agricultural Business Development (aBi D) Ltd and aBi Finance Ltd
  • Chairman for Audit Risk and Compliance Committee, aBi D Ltd and aBi Finance Ltd
  • Member of Board of Directors, D I International Ltd.

  • He is a member of the Institute of Corporate Governance of Uganda  (ICGU).
  • He is a founder member of the Institute of Procurement Professionals of Uganda (IPPU).
  • Life member, Wildlife Clubs of Uganda

  • Chairman contracts committee, Financial Management Programme (FINMAP)
  • Oversaw establishment of public procurement contracts committees in Central and Local Governments.
  • Helped with the drafting and publishing of the Public Procurement Staff Manual.
  • A member of technical committee for the public procurement reform leading to establishment of Public Procurement and Disposal of Public Assets Regulations 2000 and Act 2003.
  • As chairman of the technical committee, for the amendments of the Public Procurement and Disposal Act 2003 and Regulations 2014.
  • A team member for drafting the Procurement Directives for COMESA.
  • A team member for drafting the Procurement Manual for the East African Community (EAC).
  • Served in the secretariat of the defunct Central Tender Board (CTB).
  • Secretariat Presidential Economic Council (1992 – 1996).

Under the ministry of Finance, coordinated projects – identification, appraisal and implementation as well as procurement procedures of various donors (ADB, WB, BADEA, IDB, EU) and bilateral, among others.
